EXCLUSIVE – Senator Marshall to Call up Bills banning Gain-OfFunction Research Funding for Unanimous Consent

Republican Kansas Sen. Roger Marshall will head to the Senate floor Thursday evening to ask for unanimous consent to call up two bills defunding gain-of-function (GoF) research, the Daily Caller has learned.

Marshall will ask for unanimous consent for the Viral Gain of Function Research Moratorium Act and the SAFE Risky Research Act. The former bill was first introduced in 2021 as momentum surged behind the “lab-leak” theory that COVID-19 emerged via a lab accident during GoF work in Wuhan, China.

The Viral Gain of Function Research Moratorium Act would institute a moratorium on any federal research funding to organizations conducting GoF research and other work on dangerous viral pathogens. Funding for risky GoF research that could pose a threat to national security would be stopped by the SAFE Risky Research Act.

Despite past laboratory accidents and warnings, public health agencies such as NIH continue funding WMD research in foreign countries, sometimes in China,” Marshall will make a speech on Thursday. Surprisingly, Congress is not privy to the extent of research funded by NIH. Their risk assessment process is not transparent. There are no standards .”

Marshall participated in a Senate hearing Wednesday about GoF research, the first such hearing to be held before the U.S. Congress. Three expert witnesses were questioned by Republican senators about flaws found in federal government oversight of GoF research and the danger posed to the public by a potential lab leak.

Marshall highlighted Dr. Anthony Fauci’s past remarks, in which Fauci said that an unregulated GoF investigation in other countries might lead to an outbreak.
